Trying to revive an old motherboard-vga not working

I just dug out my old pc almost a decade or so old one. It had lot of problems kept solving each one but now i cannot figure out how to solve this one. VGA port connected to the monitor is not working , in other words the monitor is blank, the bios screen is not seen. When select the port on the monitor it says no signal from the port. So i thought that VGA port is not working and so put an old GPU which i know is working and even from that i do not get any signal. When i connect the GPU to another system it works fine. So i am guessing something else is wrong here.

PC componenets:
CPU - Pentium D820
MB- intel D946GZIS
RAM -transcend DDR2 1gb
PSU - 450W unbranded.

I am planning to install pfsense on it.. but since bios itself is not accessible/viewable..
