cpu speed not as it should be

i have Intel(R)Core(TM)i7-6500 CPU@2.50GHz . But when i see in task manager under performance it always shows less than 1 ghz and that too it keeps on varying. why is this so?? how can i solve this??

It Depends:
1) BIOS Is set to give a constant 2.5GHz (although you said the speed moves around)
2) Something is running in the background that is eating your CPU (figuratively) might be malware. So check for viruses. I recommend malwarebytes.

If you are not doing anything heavy, your cpu will not demand as much speed as it says it runs at. It will mostly crank up to 2.5GHz if you are gaming, renderig etc.. If you are just browsing, there is no need for full throttle of your cpu :) Your CPU has normal behavior.
