Hi, im looking for a budget cooler for my q9400. It now runs on the stock cooler i used with my dual core and seems to be overheating. Can someone advice a good cooler that works with socket 775 mobo as well as i-series sockets for the future purpose?

No I did not say that, but, one has to consider their upgrade path, will it work for an I5-6500, sure, will it work for an overclocked I7.. probably not.
are either of these solutions that fit your budget perfect? no, But even single water cooler @ 80$ are not perfect solutions.

I always get a tube with them, but normally they are pre pasted. (depends on locations sometimes paste is dry and need to be changed)
between the 300 and 400 model 2 things I see the 400 is 10mm taller produces twice the noise levels for same fan speed.
performance reviews seem mix on the 400, but 300 clients seem happy with it.
I don't know this product to be honest, can only base answer on hearsay
