Gtx 1070 preforming worse in full screen.

Hi guys I have a problem with my new GPU a MSI gtx 1070 gaming X 8GB DDR5 ram. When I run the Witcher 3 on ultra I get great FPS but I get frame drops from 60 to 55 which isn't that bad. The problem is, on the MSI gaming app it says that the GPU is running at a 1250 mhz. When I switch to borderless windowed the GPU runs at 1950mhz. I don't really know why it does that, I uninstalled the drivers from the control panel and I used DDU to remove anything that's left then I did a clean install of the drivers and the problem didnt go away. Help please.

Pretty strange. Are you running the game at a different resolution than what your desktop's set to?
Also, play around with V-sync (in-game as well as in NCP)
Have you tried uninstalling the MSI gaming app to see if that's what is causing the issue? As long as it's not required or anything, I don't see why it would be as it's just a tuner/monitoring app.
EDIT: how did I come to find this thread, lol? Old. Hope you already figured this out.
