Looking to go into something Intel. Noticeable boosts in Arma 3 performance are a plus, already runs well. Upgraded from XFX R9-290X to Asus ROG Strix 1070 OC 8GB recently. 16GB DDR3.
$500 budget. If you can support why the parts are recommended, please do.
Budget has flexibility, to an extent.

Solution
I ended up investing more with an i7-7700k + ASUS ROG STRIX Z270E + CORSAIR Vengeance LPX 16GB.
Integrated the Corsair H110i that I already had for the processor.
Already had a ROG Strix GTX 1070, so that remained as well.
For a $500 budget, look for a $250 I5-7600K.
Any Z270 motherboard will do. You should find one for <$150.
a 2 x 8gb kit of DDR4 1.2v 2400 speed ram will be about $90.

You can possibly reuse your cooler, the K does not come with one.
Or, $35 buys you a scythe kotetsu, cryorig H7, or cm hyper212 which will do the job and let you oc to perhaps even 5.0.

On Zen, I have seen no clocks higher than 3.9 and I do not think amd has found a way to beat the intel IPC. I expect zen to be competitive for multithreaded apps like FX-8 was, but not so much for gamers.

It definitely improved the performance of Arma 3. A few new issues, such as an event that kind of fractures the gameplay, warps the character and drops the frames, etc. BUT. I have been able to use the ROG Strix GPUTweak tool to do a sort of soft reset. Keeps me online longer, but overall a very stable system.
Next step is quieter case cooling.
