My Pc Turns on with Fans, No Signal And No Power To Keyboard and Mouse URGENT PLEASE HELP

So i just built my second rig, and when i turn it on, the fans on everything spin up, including my mother board and water cooler and GPU. It has never posted what so ever, no beeps but there are 2 lights, a red one and orange next to the 24 pin Motherboard Connector. I tried many methods including changing ram slots, blowing out dust and unplugging sata etc... Nothing worked.

This never posted as i said, right on startup, all the parts are brand new ordered from amazon. I ordered new RAM that pc part picker approved worked, i suspect its the RAM, but i hope you guys can help me. I tried Taking out the CMOS Battery that didn't work, the RAM and even the GPU, at different times and all at the same time... Maybe the Mobo is shot, or something is damaged by Static Electricity, but i have the anti static wristband and gloves so maybe not... As is said, Leds shine on everything, all fans work but Orange and Red Lights light up on Mobo and no beeps... PLEASE HELP ME!!! Also worth mentioning, when i plug out the mouse and plug it in any of the usb ports, there is a second where the LED flashed white and instantly turns off, i tried plugging monitor in through the mobo and gpu, tried posting without gpu, no luck :'(

Hi. From time to time when I'm building or rebuilding rigs I run into the same problem. Every single time the issue was GPU board. While the fans are spinning and it's getting power something would prevent it from communicating with the motherboard properly. Unplug, replug and the pc would start up normally.

You may want to unplug everything from the motherboard, and when you boot it up you should hear beeps. Start from there and keep plugging one thing at a time. Leave hdd for last.

This generally solves issues with - have power but no boot.
