Netflix running beside games not allowing graphics card clocks to increase

It's rather strange. I have a TV hooked up to my computer that i run movies, TV shows, etc... When I run netflix, my graphics card clocks will not increase and runs at extremely low FPS in all games that I run. Usually, the games are GTA V, World of Warships, World of Tanks, and Civ 5. What could cause this?

PC Components:

Asus X99-A II motherboard
6850k Intel CPU (no overclock)
GSkill Ripjaw V (4x4gb) RAM
Samsung 950 Pro 256gb NVME SSD running M.2
Seagate 1tb hard drive
EVGA 1080 FTW graphics card
EVGA 1000 watt power supply

I have no clue, thats kind of odd. The clocks go up when playing game without netflix open? Thats odd might be a legit bug you found there. I will try to look it up. In the mean time you can force the issue by going into nvidia control panel, manage 3d settings, change the power management mode setting from 'optimal power' to 'prefer maximum performance'. This will force the gpu to run at its base clock all the time, which will increase heat and power consumption at idle but should solve that issue.

Clocks max out when not streaming via netflix. I have forced max performance, but I really don't like doing it because I tend to forget to turn them back down
