Can this motherboard take 2 graphics cards? I need it to run a Nvidia 1060 and 950 ASUS Z170M-PLUS MICRO ATX DDR4 MOTHERBOARD

You need a motherboard that is has SLI (for Nvidia cards) and CrossFire(for AMD cards). A GTX 1060 and GTX 950 are not SLI compatible, you need compatible cards for SLI. For instance, 2 GTX 1060's.
