Weird FPS issues.

I have this problem that I get low fps in games. For example today I got solid 80 fps in Leauge of Legends. Few hours later its stuck to 23 fps and wont go over. Yesterday I had same problem. I have all drivers updated I even reinstalled drivers but nothing. I have been having 23 fps issues for quite few months. Its like stays for few days and goes away or something like that. I had my computer also recently cleaned(about 3 months ago) also had new thermal paste applied. So my question is any idea what might cause those fps issues and why is my fps capped at 23 on Leauge of Legends.I havent tried other games since I had my Windows reinstalled so I dont know about them but I remember I had about 30 fps on fallout new vegas before the reinstall of Windows.

Processor: AMD A10-5745M APU with Radeon(tm) HD Graphics
Video Card: AMD Radeon (TM) R7 M260
Video Card 2: AMD Radeon(TM) HD 8610G
RAM: 8.0 GB
Operating System: Microsoft Windows 10 (build 14393), 64-bit

If you need something specific about specs, then ask for if it helps.
 
There are 2 possibilities that come to mind:
1) With a laptop, your system is going to go into low power mode if it is not plugged into the wall. If you are gaming, you need to be plugged in.
2) A laptop has ventilation around it. If you plug up the ventilation by placing it on a blanket or any other soft surface, it'll over heat and down clock. Make sure to play on a table top.

Laptop is plugged in to the wall. I also changed power settings to max peformance. Laptop is definetly on table top. I usually get about 60 degrees on cpu when playing. Additonally when I change resolution the fps improves slightly but that is all. I tried alot of things already and none of them seem to work, fps stays capped no matter what the settings are. I even removed fps cap on games so that shouldnt cause problems. It could be hardware issue but I really dont know and im running out of ideas
 
That sounds like you're CPU bound, which is usually a result of throttling/over heating. For an AMD CPU, 60C is near the max temp it should hit before throttling.

Use some monitoring software, and see what the CPU clocks and temps are while gaming. You could need to clean out the fans on the system.

I did use some monitor software before to see if cpu or temps get too high. Cpu usage is about 70 precent in game and temperatures stay about 60 or so. Before Windows reset tho the cpu usage was higher but then again I had alot of stuff running usually. I also had whole computer cleaned like 3 months ago and there wasnt much of dust inside (there were few hairs but not much). But I look into taking laptop apart again.
 
The 2nd half of the equation is what are the CPU clocks while it is at low FPS? The CPU will hit 60C, then start lowering the CPU clocks to maintain 60C or lower. Without knowing what the CPU clock rate during that time, we don't know if you are throttling or not.

I decided to reinstall game again. After reinstalling game again my fps got fixed but im still gonna post all my stuff what my monitoring software showed while in game.

I used MSI Afterburner

Core clock: 980Mhz . Afterburner doesnt let me change it so its at max.
Memory clock: 900Mhz. Same deal as with core clock.

Gpu: 98C in game 400 Mhz(it showed gpu1-gpu6 all same stats)

Mem1: (gpu usage) 600Mhz (again 6 of them)
Mem6:227Mb

Fps: 90.

Cpu1: 54C, 52%
Cpu2: 50%
Cpu3: 52%
Cpu4: 59%
Cpu: 55%

Ram: 3141Mb

Most likely cpu cores. But thats what afterburner showed me so I dont know really. But I do keep getting fps drops in games but its not capped like last time.
 


Did you look at the numbers again, and the labels? MSI Afterburner does show CPU information now days.

This morning I had fps stuck again to 23 fps.

So I did what you told me and uninstalled amd drivers using DDU.

I reinstalled drivers using amd catalyst since amd driver detector doesnt work on my drivers since my drivers arent supported by the software and I had to use catalyst one. After I did that I used windows update to get newer drivers. I also reinstalled afterburner.

Afterburner stats in game:

GPU: (again there is 6 of them) 91C 400Mhz
GPU Usage:600mhz (same on all of them)
Mem6(also some kind of gpu usage): 346mb (previous one was 227mb)

Fps: 120 (it does drop to 90 or even lower when the game goes on)
Cpu cores:
CPU1: 52C 30%
CPU2: 70%
CPU3: 30%
CPU4: 50%
CPU: 50%

RAM: 4149MB (previous one was 3141Mb)

I assume its probably heat issue, but its kinda odd since I had it recently cleaned and it didnt have much of dust in it.

I got a question might be a stupid one but Im gonna still ask it.
If afterburner shows that I have like 6 gpus, doesnt device manager has to show 6 of them too under display adapter??
Also MSI Afterburner doesnt show driver versions while device manager does.

90c+ is way too hot for a GPU, thermal throttling is your issue here. Afterburner shows the core temp, memory temp, fan speeds, controller temp etc.

Basically Afterburner will show you the temperatures of all the sensors on your GPU(s), not necessarily multiple GPUs.

EDIT: Ignore this i didn't see your screenshot of the GPU's, i'd agree with @bystander that there's a driver issue there.

So I assume that means I have to clean my computer from dust?
Also screen started flickering randomly like suddenly(and it came like 2 hours later when I updated drivers) and made weird noise, which was very similar to the noise when I updated my drivers.
When I used amd software to update drivers, afterburner showed the driver version this time, after the flickering ended afterburner didnt show any driver versions.
I got question to bystander too. You told me to remove gpus from device manager after uninstalling drivers but I dont know how to do that(i assume it means removing display adapter from device manager???) or I missunderstood something because my english isnt that good.
 
The GPU is too hot, but you seem to have another issue, where every time you install the drivers again, a new GPU shows up, or the old drivers are left over. For there to show that many GPU's would most likely mean the device manager is showing several GPU's.

To remove the GPU from the device manager, I'll give you Windows 10 instructions (Win 7 and Vista will be very similar if not the same):
- Right click the start button and select "Control Panel".
- Click on "Hardware and Sound"
- Under "Devices and Printers" look for "Device Manager".
- Open up the "Display adapters" list.
- Right click all the RX 260's and uninstall or remove until only the APU is there.

After that is done, reboot, and you'll be prompted to install new drivers.

Device manager shows only 2 of them which are correct ones so Im afraid I cant do that either afterburner is showing wrong or I dont know I used several other monitoring software they either show both or dont show one of the grahpics cards. I also did several uninstall and reinstalling drivers which didnt add to the afterburner monitor it always shows 6 of them thats it.

I did that earlier before, still same results(i mentioned before that I used DDU and used Catalyst). Also AMD driver dectetor doesnt reconise my drivers since they use some other stuff(long story short it gives me an error). So I have to use their Catalyst thing that downloads my drivers for it. Basically driver decector redirects me to this site (i cant find the link for it) and thats where I got my catalyst downloader for the drivers and control center. Even after DDU and reinstalling drivers it gives same stuff on afterburner.
