Graphics card not functioning properly

So i recently got a new Zotac NVIDIA GTX 1060 3GB GPU, a new AMD FX 8350 Processor and a Corsair CP-9020103-UK CX Series CX650M ATX/EPS Semi-Modular 82 Plus Bronze 650 W Power Supply Unit

Since ive installed it i havent been getting the fps i should be getting.
In low demanding games such as CSGO i get 120 fps which drops to 30 for 10 seconds every 30 seconds.
I also play Battlefield 1 and get 30 fps which also drops to 15

With a GPU like the one i have i have no idea why im getting such low FPS
Please any help towards a solution to my problem would be great

16GB DDR3 1066 (In two sticks so 8GB + 8GB)
Motherboard model is ASRock n68-gs4 fx
Game resolution is 16:9 1920x1080
Windows 10

Yes all the drives are up to date and installed properly.

The CPUs temp is 23/24 Degrees Celsius and the GPU is 37 Degrees Celsius. I dont really know if these temperatures are okay or not.

While the games are running (on the main menu of the game) the GPU temp stays the same but the CPU temp goes up to 40 on CSGO and on Battlefield 1 the GPU temp goes up to 41 and the CPU temp is 27

What like my internet is causing my frames to be so low?
I get aorund 60-70 ping in most games

Hmm. I'm not too sure what could be the problem then. We eliminated all the usual suspects and I'm not too sure what else it could be. Sorry for not being helpful, hopefully someone else comes along soon and can help identify what your problem is

You´re probably talking about CPU Bottlenecking. To check that out install MSI afterburner and Rivia (Comes with Afterburner). On msi afterburner you need to go to Settings than on top "Monitoring" search someting for GPU usage and CPU usage Lauch a game like Battlefield and look at the CPU usage. If the GPU is at 60% and the CPU 100% you´re getting already a nasty Bottleneck. Post a screen shoot if you can.

GPU in game is 67% and the CPU is 34% approximately (while on the main menu of Battlefield 1)

When i am in an actual game in Battlefield 1 i am getting around 20% GPU and 80% CPU but it does fluctuate a bit. Does this mean its bottlenecking? and what is bottlenecking exactly?

One thing tha´ts bothering me is that the CPU isn´t at 100% or the GPU. Check if PCIe Link State Power is on and desactivate for me please: http://www.sevenforums.com/tutorials/292971-pcie-link-state-power-management-turn-off-windows.html

I would suggest something completly different. Go to your Bios and do a full reset. Put all settings back to zero. Now go back to Bios and select PCI-Latency Time to 124!!! if its too much reset the bios and try 64. ftp://europe.asrock.com/Manual/N68-GS4%20FX.pdf Page 47 give me update.

Edit: if you don´t have an IDE Driver, Disable the IDE drivers manual page 45.
Edit2: More important, Change Primary Graphics Adapter: Make sure it´s set to PCI-Express: Page 43

Just shutdown your pc. click the buttom and start Smashing the Dell Key :lol till it says going to Bios or you see the Bios screen.

OMG he is right, how couldn´t I see that... the Motherboard can´t deliver enough Power to the Processor. it´s actually a major bottleneck. sorry the Processor can´t rech it´s potential so the Graphic card won´t reach it´s potential

So basically if i get a processor that supports the motherboard, my fps should be fine again?
Any recommendations for a good processor that will work well and give me all the fps that i should be getting?

Hahahaha you got the other way around :lol: You should be saying so basically if I change the Motherboard the rest should be fine. You need another motherboard that can deliver more than 140 Watt of power. Or if you can afford do a major upgrade and go for the Intel side with the super Sklyake processors but a cheap used Motherboard of eBay should solve it., and I hope you can send or get a refund of your current motherboard
