I can browse the web, watch videos, and play games on my laptop with no problems, but whenever I try to download anything, on any browser it downloads somewhere between 50-150 kbps. The weird part is I can still download through 3rd party applications like Steam at up to 20 Mbps, as long as I'm not doing it from a browser like Chrome or Firefox. I also have this problem regardless of where or how I'm connected to the internet.
My laptop is a Lenovo Y40-80, and I'm running on Windows 10. If any other information will help just ask.
