I have fx 4300 and want to upgrade graphics from hd 7730 to rx 470 and my question is will my cpu bottleneck new gpu, if yes how much?

Solution
Yes, quite a bit, but you'll still have a better experience moving to a faster card.

Your CPU of ultimately what determines what the highest framerate you can get is. With a new GPU, you can run higher graphical settings but you'll never exceed the framerate your CPU is capable of.

For what it's worth, Nvidia cards are easier on the CPU in DX11 games, which 99% are right now, and thus perform better when paired with a weak CPU. You may be better off with a 1060 3GB or even 1050 Ti.

If you want a better gpu moving to a gtx 1050 ti will not make it any better. In fact the gtx 1050 ti is worst than the rx 470. However moving to the gtx 1060 is a different story, it does run the game at a higher frame rate. Although at the same time it is 3gb which won't run mutiple monitors as smoothly as the rx 470. It all depends on the amounts of monitors your running and the games your going to play.
