Multiple problems with my PC

Hello, recently I 've build a PC which has:
8 GB ram
GTX 1060 6gb
Intel I7 - 6700 3.4ghz
1 TB HDD
NO SDD

Mainly for gaming (Don't hate me for the CPU). I am seeing a lot of benchmarks where people are playing with 30-60 fps on pretty much all games. For example I saw one guy who had over 60 fps on Ultra in Watch Dogs 2 and its running smooth but I am having a lot of stuttering and basically FPS drops. I tried installing the 'new' drivers from Nvidia experience but I think it only made things worse. I am not able to play games in full screen anymore. For some reason It gives me black screen whenever I try. Can somebody tell me why is this happening?

Make sure the power cord is hooked up to the 1060. Check to see what other background programs are running. They could cause this for sure but also check and make sure your gpu mainly is at 100% usage or close. If they are and your getting the stuttering check the temps. If all of that is good it could be your power supply isn't able to supply enough power causing it to throttle.
