Low GPU Usage In All Games -

Specs:
GTX 1070 MSI,
i7 6700K,
16GB ram.

Those are the specs I currently have.
I've watched many benchmarking videos of people playing games such as LoL and showing 500 FPS + and I'm merely getting 300 FPS, sometimes even at 100 ish. I checked with the MSI Gaming APP, and the usage floats around 15-20% usage, I understand that this is because of the GPU being able to run it without even trying, but it's really annoying when it jumps around, also, don't want to cap my FPS. Any ideas?

I know this is not what you want to hear but:

You really should cap your FPS. Just turn on v-sync and enjoy the highest FPS your monitor is capable of. Which is probably 60.

Those "benchmarking videos" are obviously people just showing off, not really benchmarking. For proper benchmarking people use graphic demanding games that can utilise all the features of a new generation GPU and allow a good comparison of how the GPU distributes the load and manages it's resources. There is no reason to have 150+ FPS, and even that only if you have a 140 Hz monitor.

A high framerate increases the power consumption and thus heat output. The more the card heats up the faster it will die. This is also why you see the card with a low usage. It...

What games are you playing that you are getting 300 fps? Minecraft? What resolution? What monitor do you have? Realize that "merely 300 fps" is overkill. Smooth FPS is considered at 60 fps. Without going into the nuances of how GPUs render and monitors recieve the signal (Tom's has some really nice in-depth articles about it) any FPS over the hz of your monitor is not realized. If your monitor runs at 144hz then its going to top out at 144 fps. If your throwing out 300 fps your doing very well.

You would probably need to flash the factory BIOS to override some common-sense safety mechanisms.

Use vsync. Play with 60 FPS.
