In my cpu usage overlay in games the usage is 100% but when i open task manager the cpu is only being used 35%

I have the amd a10 7860k processor and i have been having issues with performance. When i play a game for example farcry 3 the overlay cpu usage tells me its 100% but when i open task manager its only at around 35% usage and the clock always seems to be stuck at 1.36 ghz. When i go into the bios settings i have disables amds cool and quiet function as i have heard this could be causing it but it has had little affect, hope fully someone can help if there is anything you need to know i will try to reply as quickly as possibly. Thanks

  1. Also when i use cpu-z when i bench the cpu it only gets a score of 1500ish where as if i compare that to the 7850k that gets well over 4000. Just some extra information that might be useful. Again Thanks

Can you monitor your temps? This sounds like an overheating issue.
  3. Ok, according to msi afterburner my gpu temperature is 25 degrees Celsius and my cpu is at 45 degrees Celsius according to my bios however the cpu temp kept on rising
  4. Can you monitor these temps through afterburner or hw monitor while gaming?
  5. Msi afterburner does't record cpu temps so im currently downloading hw monitor to have a look
  6. The in-game usage might only refer to usage of a single core at 100%, while task manager is reporting on all 4 cores. If only one core is at 100% and the other three are idle, then total CPU usage would be in the 35% range.

Its all 4 cores as msi afterburner shows the status of all 4 cores on screen

Over all the temperature of my cpu is 54 decrees Celsius and the gpu is 30 degrees c
  9. I have taken 2 screen shots , during gameplay and after game play cpu usage and temps ect:

    After: http://imgh.us/screenshot_2_16.png
    Hopefully this can help
Thanks for all the quick responses too.

I see whats going on now. Windows is recieving the wrong information about you cpu useage and therefore downclocks your cpu. A non optimal but solution non of the less is to lock your cpu at the max frequency through the amd driver or through pwer settings. Another better option is to reinstall/reset windows and see if that helps. Also updatin your motherboards drivers and the amd driver may help.
  11. ok thanks i will try this out and see what happens hopefully it doesn't resort to having to re-install windows but if it does then so be it thanks
