Wondering if I Should Build a New PC

I am not sure whether or not I should upgrade, considering the age of my pc. I use my computer for school, and gaming. I can game on a 1080p display at around 50 fps on most of the games I play(Just cause 3, Etc.) and my idle temperature of my processor is 57 degrees celsius.

I have an intel core i7-3770k, with 8 gigs of ram,an asrock z77e-itx (I cant upgrade ram because a 16 GB strip would cost too much, and one of the two ram slots is broken,) I have a gtx 750 ti(superclocked,) a 450 watt power supply that isn't even sold anymore (company went out of buisness of something,) and 1,250 tb of storage.

All of the parts other than my video card and one of my two HDDs were used for 3 or more years before handed to me.
I just want to know whether I should upgrade, if so than what parts should I get? (Preferably under $900) and lastly are my parts relevant anymore.

My budget would be $900 for the whole pc. Would this cooler improve the preformance, and would I need to add water? or do something to keep it running?

It's pre-filled, and according to the manufacturer, the liquid never needs to be replaced.
