So, my problem been showing in the title.

I am confused with which part should i upgrade first. Is it my monitor ? or my CPU ?
Here's my upgrade plan:

PLAN #1
i3 6100 Skylake -> i5-4570 Haswell
MSi h110m-pro-vd-d3 -> Asus H87M-E
MSi GTX 970(i've been using since 2014) -> ASUS STRIX GTX 970
8GB RAM
500GB HDD - > 1TB HDD + 240GB SSD
CORSAIR 80+ 500W PSU -> Cooler Master GX II Bronze 80+ 750watt

PLAN #2
DELL E2016HV 20" LED(1600x900) -> SAMSUNG C24F390 24"(1920x1080) CURVED

Which plan that would be better to do ? Thanks before, Cheers. :)

In what way is your current setup not satisfactory?
What is your budget?

From a gaming performance point of view, A like to like GTX970 makes no sense.
The cpu change to I5-4570 makes little sense also when you have better options to change to I5-7xxx upgrades using your existing motherboard.

From a utility point of view, adding a nice monitor is good, and keep the old one as a dise monitor.

I also highly recommend moving your C drive to a ssd.
Samsung has a nice utility to do this. If windows and apps can fit comfortably on 240gb, that is the way to go. 500gb is not that expensive today.

The first thing i would upgrade is the GPU something like this [https://www.amazon.co.uk/Gigabyte-Nvidia-1060-GDDR5-PCI-E/dp/B01K7I7M00/ref=sr_1_1?s=computers&ie=UTF8&qid=1485101590&sr=1-1&keywords=GTX+1060]

If you wanted to get i5-4570, then you'd have to get another board since Skylake and Haswell motherboards have different sockets. If you want an i5, get a Skylake one and skip on changing the MB.

RAM is fine, I guess. More and more games require at least 8GB of RAM (as seen in many official system requirements for games). You can upgrade that to 16GB later.

There is no reason to just get another brand GTX 970. What's more, you might not even have to upgrade, it's a decent card.

Getting an SSD would be a nice upgrade. Of course, you'd install OS and programs on it and a few games that benefit greatly from a faster drive. Everything else goes on HDD.

I don't think you need more power right now.

As for the monitor - upgrade to a higher resolution (1080p) whenever you feel comfortable to spend some money on a new display.

So this GPU that i've been using since 2014 would still be okay(usable) for the upcoming years ?

Umm, i've been using this MSI 970 card since 2014. I am so afraid that it would break someday. My gaming needs already sufficed by the 970(so i guess i don't have to upgrade the gpu, just buying a new one). And is there any difference in gaming/anything by adding the SSD ? I am sorry, i am a newbie. And sorry again for my poor English.

My 570 lasted about 6 years even overclocked.

Graphics cards have varying warranties, typically 3 years.
Parts will usually fail in the first few days; past that, they will last a long time.
One thing to do is to provide good airflow to the card and to not overclock it past the original specs.
No sense at all to replace it before you need/want to.

A SSD makes everything you do much quicker. Files open instantly. Thumbnails appear instantly. Windows maintenance goes faster.
As to gaming, levels load faster, checkpoints are taken faster textures are loaded quicker.
Once you have a SSD, you will never build without one.
