Video Card issues MSI R9 390

Hey All,

I encounter this weird problem on my cpu and i can't seem to figure it out. Bascailly i have to reinstall my video drivers everytime i reboot my pc in order to basically do anything that involoves video. If i play overwatch as soon as i turn on my pc i get very low frame rate which makes the game unplayable. If i install drivers "win10-64bit-radeon-software-crimson-relive-16.12.2-jan3" https://support.amd.com/en-us/download/desktop?os=Windows%2010%20-%2064 and don't reboot the pc works fine. I found this out by swapping GPU's with my older machine which had a 7870

I'm not sure if maybe some software installed is bugging out my system i have the msi gaming app and and used msi afterburner which i completely uninstall. I also did a clean install of the video drivers using DDU and had the same result

I had my computer for a little over a year now and hadn't had any issues with the Video Card until about last month. The tempatures of the video card and cpu are both great on idle and heavy load. Once i reinstall the drivers i can run Overwatch on the max settings with 60 fps and even stream with no issues. I'm sure im missing some minor detail, please help!

My current setup is

Windows 10 64bit
AMD FX-8350 Black Edition Vishera 8-Core 4.0 GHz overclocked to 4.4
MSI MSI Gaming 970 Gaming AM3+/AM3 AMD 970
MSI Radeon R9 390 DirectX 12 R9 390 GAMING 8G 8GB 512-Bit GDDR5
CORSAIR Vengeance Pro 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1600

Tried this, it is working fine on my 2nd machine.

thought i replied... i turned off my OC and same result. I haven't tried the 2nd PCI-E slot i can give that a try later today.

my psu is

Thermaltake 750W 80+ Gold Certified Semi-Modular ATX Power Supply (current system)
Corsair CMPSU-750TX 750-Watt TX Series 80 Plus Certified Power Supply compatible with Core i7 and Core i5 (6 years maybe)

i run at about 500w-565w in my current system.

launched my pc today, i use furmark to test and it is working as intended. No need to install drivers, not sure what will happen tomorrow.

I did remove afterburner and some other applications on my machine that i dont use (yesterday) hoepfully that did something.
