hello i have my fx 6300 clocked to 4.4 in the bios but in the benchmarks and cpuz hw monitor and the win 10 setting it says my cpu is clocked at 4.28 also sometimes my system freezes up for a little bit task mangier says it the disk because when it freezes up its at 100% but nothing using the disk i have a canvas 250 gig ssd and a fatl1ty 990fx mobo pleas help

I did turn off power saving mode, and turbo in the bios but do I have to download and overdrive to truly turn them off

ok i have some weird stuff has happened ok so i am ruining at a constant 4.5 ghz but i had to put my ram on auto frequencies in the bios and my 1600 ram sticks are running at 800 instead and when i run prim 95 3 workers don't even start and i keep feeding it voltage please help
