*Update bios.
*Reinstall window
*Reinstall the games

And I'm still using 100% in the division, cs go 90%, rocket league 90%
Help me please and sorry for english
it is bottleneck?
gtx 1070, 16 gb ddr 4, mother asus b150m-a-2, i5 6600
the temp core i5 is 55 Celsius.

Well something is gonna bottleneck, your performance is always gonna be limited to one part or another. Some games it will be the 1070, some games it will be the i5. CSGO for sure is one of the games where the CPU determines your FPS, if you don't have any crap running in the background then there's nothing particularly wrong with your PC just because it's at 100% cpu usage in a game

I have stuttering, mini lag in the division for example.
