CPU or MOBO

So today I finally installed Windows 10 on a custom built PC. I then imeediatly went to drivers. Installing an antivirus first, I went and installed my GPU drivers first. I have a rx 470 8gb along with an Athlon x4 860k and a gigabyte fm2+ motherboard. I installed my GPU driver from AMD'S website from Microsoft edge and after it said done, it immediately turned off my PC. The only thing working was my Hue+ light box, my peripherals, and the power button on the case was on. I then unplugged the PC, cutting all power. I then added power back and peripherals were working along with the light from the Hue+ box. I tried to turn it on but it wouldn't start. I took the gpu out to see if it would start, but nothing. Is this a MOBO or CPU problem
 
Solution
Remove the power core from power outlet, clear the CMOS by the jumper or removing the battery, try boot the PC. Can you boot up the PC or not?
