My newly build PC won't connect to my VGA connected monitor

Here's all the specs to my PC

So I tried to connect my monitor to my PC with a VGA plug, but for some reason there's no display on the monitor. It actually worked the first time I turned my PC on, but fr some reason it won't anymore. I tested it out by connecting it to my laptop and it works fine. I even tested it out by using another VGA monitor, and that also won't display anything, so that made me think its the PC itself. If you guys can, please help me out. I was really looking forward to using my very first built PC.

Change the input on your monitor using the buttons that are found on the screen. If you are seeing the POST screen and can enter the BIOS, then make sure that the primary adapter is set to PCI and not onboard graphics.
 
That videocard has a VGA output, so it should hook up to a VGA monitor no problem. You tested the monitor by connecting it to the laptop? So you know the monitor works. Then it has to be the card. Do you know someone with a DVI or HDMI monitor and would they let you hook your computer up to it? It might be that the VGA output isn't working but maybe the card works with the other outputs.

But that's exactly the problem. There's nothing on the screen. The light next to the power button is red, so the screen isn't even on.

Is there a way to fix the VGA output? because I have no other monitor with a DVI or HDMI plug. Plus, the VGA plug worked perfectly fine before, and I'm just wondering why it decided to stop working.

Put my GPU in another system? What do you mean by that? Sorry, I'm not a huge tech guy.

I actually built it around a month ago. When I connected it to my monitor, is was working perfectly fine. The reason I haven't used it for a month was because I was in another state visiting family. But by the time I came back, it just won't work anymore.

Do I have to pay to replace the GPU? Because I bought it online.

I tried the VGA to HDMI converter. It didn't work.

Any other ideas?

Also, I can't return the GPU since I need all the packaging, which includes the box, and that box has been thrown away.

never throw out the box and all the bits that came with it. Not just because you might return it but if you sell it in the future selling with the box will increase it's resale value.

What is model of the monitor?
