I got a Gigabyte GTX 1060 3gb from newegg about a week ago. I installed it and downloaded the driver for it and it has worked fine until yesterday. As i was leaving an ended match in rocket league, the screen froze and turned into really bright artifacts. Not small either, i mean the entire screen went completely haywire with pixels and colors shooting everywhere before it restarted which was about 5 seconds after the screen froze. So i let it reboot, and right from the MOBO start screen the artifacts appear. Its so bad that you can barely see what youre looking at. I uninstalled everything Nvidia related and re-installed the driver(s) to no avail. I went through the windows power settings and changed to performance, and turned off the PCI option that i see mentioned in every post similar to this.
After that, it seemed to work.. No insane artifacting and i could actually log into my account. But after a few hours the freeze->artifact->restart thing started happening again (GPU was not under load, most of the crashes happened at the blue windows bootup screen or sitting at idle with no windows open). Re-did the drivers for like the 5th time, disabled then re-enabled the drivers and nothing worked. I took the card out and booted with the Integrated graphics so i could uninstall everything Nvidia again. I put the card in to try and get it to work long enough for me to download the driver but now everytime i get past the blue windows boot up screen i get 4 columns of black and white stripes (like 50 stripes) covering my screen and then it restarts. Now im stuck in this restart loop. I got tired of dealing with it and put my old GTX 570 back in to see if anything changes.. IT works, perfectly. And the weirdest thing is that i didnt even re-download the driver for the 570, its been working fine for last few hours without ANY graphics drivers installed on the computer. its also worth mentioning that the 570 has 2 6 pin connectors and the 1060 only has 1. I am so completely mind blown by this. Please any help is much appreciated. I have spent the better part of the last 2 days reading through other posts like this and NOTHING has worked.

Ram: 8gb DDR4 (2x4gb G.Skill ram)
CPU: i3 6320
PSU: OCZ600mxsp
GPU: Gigabyte GTX 1060 mini ITX 3gb OC edition
Old GPU: EVGA GTX 570 Superclocked
Windows 8.1 pro 64 bit
ALL drivers for the mobo are up to date and the PSU is fairly new. There is no way it was overheating because (A) it wasn't under load when it would restart, and (B) i felt the top and it was warm, not even hot, compared to the 570 which is working and is too hot to touch for more than a second. I also doubt that its the PSU because both cards draw about the same amount of power. At no point was the 1060 ever overclocked, it was never necessary. Please don't tell me to re-do the drivers, i have multiple times and it's useless because i cant even get to the desktop without it rebooting now. PLEASE help, i am completely lost here.
