Before I waste a ton of time attempting to do this. Do you see any issues with the following plan:

1. Fresh install of Windows 8.1 on one SSD.
Obviously no issues.

2. Clone this to another SSD and use it in the SAME system.
Does Windows care?

3. Install a third drive (HDD) as storage.
I don't see any potential issues with this until step 5.

4. Use each OS for different purposes and dual boot the system.
Would I have to enter BIOS every time or could I get a menu to pop up at system boot to select which drive to use. Maybe have it boot from the third drive and install a boot loader?

5. Enable BitLocker on ALL drives.
I'm sure there are potential pains in the ass here...

THX :)

Solution
Use http://neosmart.net/EasyBCD/ on the primary OS disk to make dual boot menu easily and not have to enter BIOS every time. Make sure you install each windows with other disks disconnected.
