Windows Installer .MSI files

Windows 98SE does not come with Windows Installer. I was able to download version 3.x not sure which one, but while trying to install a video game, I get an error saying Windows Installer cannot install this file, please download a service pack with a newer version or something like that. Obviously it is telling me it is old, but what is really stopping it from installing this .msi file? I know the game will run on this computer I'm just having a hell of a time bypassing this .msi stuff. Anyway to get Windows installer 4.5 to work on Windows 98? Anyway to convert the .msi file to an .exe and copy install files into the folder with the .exe and run setup that way?

Also to clarify, if I have Windows Installer 3.x probably 3.1 I think, why would I need a newer version to start an installer? Besides the fact Microsoft doesn't want me using Windows 98SE (Although obviously in this day in age it is a project computer nothing more)
