Changing GPU fan speed

Hello so I am using AMD Overdrive and it's not working. The fan control section is completely greyed out. Also GPU status is showing 0 and grey on everything. I don't understand what's the issue? My graphics card is XFX AMD Radeon R7 360.

No it's not on max speed all the time. Its constantly changing speeds. Whenever I start to play the game the fan speeds up and gets really loud. If I'm not in the game the fan is quiet.
