Stuttering and lag issue in CS:GO

I have a weird issue in CS:GO

It happens regardless if I OC my cpu or not. Sometimes its worse when I oc. However I've tested my oc for 24 hours with prime, its 100% stable and doesnt crash at all. But still, the problem persists no matter what.

I get this weird stuttering issue, where I have maybe 180-240 fps normally, and it freezes for a millisecond and drops to 50-80. Sometimes it also seems my mouse is lagging, like when I move it, nothing happens. I've confirmed that this issue isnt related to network, as it also happens offline.

I havent been able to work out what it is at all. Nothing helps. i've set launch options, tried reinstalling CS:GO. Moved it from HDD to SSD. Nothing at all.

My settings are 1080p with everything on high. I've optimized the game in Nvidia controlpanel as well and all drivers are current.

Setup is:
i5-6600k
Asus Maximus VIII Hero
Corsair Vengeance 16 gb ddr4 2666mhz@XMP profile 1 with 2666mhz
Asus 780Ti direct CU II OC
Crucial m.2 w. CS:GO and Windows 10 build 1607
2 x 1 tb hdd drives
Corsair RM650i psu
BenQ xl2411 monitor
EKWB PRdator 360 for cpu cooling.

All my temps are fine, CPU is 50c during gaming, GPU is 65-70 :)

CS:GO Specific issues, loads of people are having the same issue. We haven't really been able to identify why this happens in any of the 40-50 threads created this month. Might get closer to an answer posting in CS:GO dedicated forums.
Which CPU cooler are you using? If stock, consider cleaning it, replacing thermal paste or upgrading to a better model. Issues like yours are usually caused by CPUs overheating (exceeding 80C). It might be that your sensor simply reports invalid temperature, 50C actually seems way too low for CPU under gaming.

Its a 360 radiator with a EKWB cooler head. Its got lots of capacity for cooling :) Its at 50-55c under load.

So I doubt its the cooling. The thermal paste is fine. Tried reseating it with no luck.
