CPU reaching 37 - 60c

Hello! I have an AMD FX-4300 (3.8 GHz) and my it's reaching high temperatures. It's just recently had this problem and it has hit around 83 before. I'm not even running any highly demanding program I'm just on Chrome. I'm not sure if I should reapply thermal paste, I didn't think I would have to though because I just recently got the computer. Any ideas?

Edit: Forgot to mention the helicopter sounds my computer has been making, a continuous *whoosh whoosh whoosh*. It's also gotten much louder.

Edit 2: It is now reaching 49 - 84c

Here is probably a foolish question: Do you live in a dusty environment or have pets? How long have you had the computer and have you cleaned it? My first guess is that maybe your CPU cooler is not performing optimally. It could be the thermal paste, but if it is a newer system that should be fine (I change mine once a year because I am funny that way, but it could go longer without issue), so I am thinking maybe you have dust potentially effecting your cooler?

Just a thought and maybe this isn't the case, but I always start with the simplest possible solution:)

Yes infact! I have 7 cats and a dog. I opened it a few minutes ago and had a peek. The heat sink is EXTREMELY dusty, so it's likely the heat is just trapped and has nowhere to go. I hope this is the case because I really don't want to replace my CPU. I might pick up a can of compressed air soon. Thanks!

Aha! Yup, your cooler is just choked for the sweet cool breath of life:) I imagine that cleaning the dust out will show you a marked improvement.
