fps drop and low gpu usage

i'm facing a fps drop in most games and low performance with my gtx 1060 3gb manli edition
for example i got fps drop from 70 to 30 in bf1 and from 60 to 20 in watch dogs 2 even in the lowest setting i got fps drop what should i do please help me !!
my spec:
i7 4790 3.6 ghz
gtx 1060 3gb manli edition
ram 8gb ddr3 1600
hdd: 1tb
psu: 600watt (solid atx) 240volt
gpu temps and cpu temps are around 60c
gpu uage is 90 and suddenly drop to 70 and 60
(not stable)
but cpu usage is around 90-95
i have downloaded the latest nvidia driver 376.33

My brother had a similar problem to you however his gpu usage really wasn't stable e.g. it'd go from 100%>0%>12%>98%>0% etc. with massive fps drops in many games no matter what settings he had them on but the cpu seemed pretty stable and all the hardware was powered and working. He has a Red Devil RX470 with a 550w psu which according to all the component checker sites was enough. Long story short after many failed solutions we replaced the power supply for a much more powerful one (750w) which should be overkill but now it works fine. However, you have a more powerful psu anyway so I'm not 100% sure that's the problem but your usage drops aren't as severe so there's a chance it's your psu. Not sure about Watch Dogs 2, but BF1 already has a reputation for bad CPU optimization. Aside from keeping up on its patches, there's not a whole lot you can really do about it, except maybe turn on V-Sync (hopefully then it'll automatically adjust quality settings to keep you at or near 60FPS).

i have already turned on the v-sync but it didn't work and i tried to optimize my games and it didn't work too and not just of these 2 games i have the fps drop in most games
