Msi gtx 750ti oc single fan compatibility issues?

Recently i got my new gpu msi gtx 750ti oc single fan... When i put that card into my pc... My pc restarts after hcl logo and i cant accsess bios.... So can u gyz answer my question plz...
My pc specs:
Ai3 2120 @3.30 ghz
4gb ddr3 ram
Ecs h61h2 m2 v1 motherboard
Cooler master 450w psu

sometiems it is not as simple as should be work because it has this and this and that.

There are 2 possibilities.
Or you are power lacking due to the consumptions of your entire system.
Or you have to update your BIOS / Dump the mobo.

To discard / accuarate wich thing is... I suggest you to take the PSU from the PC taht boots ok To the PC that dosent. And see what happends. If it boots normal, just repalce the PSU buying a thougher one. If it dosent, you have to flash the BIOS or Dump your mobo.

It differs from one to another manufacturer so i dont have a clue about how to help you exactly.
But i can tell yo some steps to assure not screwing it up:

1st- Remove the 750, Then turn on the CPU. Enter BIOS and check the Bios version.
2nd - Once your already know the Bios version download the further as possible if able.
3erd - Follow without any exception the manufacturer instructions in their Software flash utility.
4th - You should be done by now...
