Randomly slow 2d rendering with 4 panels

This is an odd issue, but I wanted to see if anyone has input. This is my work PC and I just added a 4th monitor to it. With the 4th monitor I get random display lag issues. It will suddenly get very slow to respond, the cursor will skip around, then suddenly it will clear up. This did not happen at all before adding the 4th panel. My thinking is that the GPU just cannot handle it - but it should. HW Specs follow:

AMD FX-6300 six-core @ 3.5GHz
16 GB DDR3 RAM
Samsung 850 Evo OS drive
WD 7200RPM storage drive
GTX 1070 8GB Founder Edition - drivers are up to date

Monitor setup
--1080P Viewsonic
--2k QNIX
--4k Samsung
--1080P AOC (This is the newest, and I have swapped it out with other 1080P panels to the same effect)

My workload typically consists of a few small programs (cloud backup service dashboard and PSA dashboard) and a huge amount of Chrome windows and tabs. I know it is not a RAM or CPU issue. Workload did not change with the new screen, and I can watch task manager and see that RAM stays at 50-60% (little to no swapping), and CPU utilization is typically low depending on the tabs open.

The card is a pretty stout card for gaming and has lots of RAM, but could I just be asking it to push too many pixels? I have a 750TI laying around that I can add in to split the load, but that introduces other issues. One is laziness, I need a bigger PSU to do that. Plus I do game on this system from time to time so I do not want games confused as to which card to use for rendering. Normally this is fine by keeping your primary monitor (my 4k) on the desired card, but sometimes strange issues crop up.

Any ideas as to improve this or test if it is indeed the GPU as I suspect?
