Windows not recognizing all ram after case swap

I recently upgraded my PC a bit, added new ram, new PSU, new case. Before I did the case swap, i installed 8gb ram for a total of 16gb. Computer recognized it fine.

I then did the case swap, & new psu, full reformat. Now the computer is only recognizing 8gb of the 16.

Bios does not recognize the 16 gb, but bios is up to date.

I tried all slots individually and all sticks individually, each stick and each slot is working.

CPU-Z recognizes that I have 16gb installed.

Not sure where to go from here. Also have been experiencing BSOD after the swap... very frustrating
