Can you boot a 280X with a 400W psu?

No gaming, no stress testing, would I be able to simply boot up my PC? I'm planning on buying a present 280X for a friend but I'll be getting it second hand because where I live everything is too damn expensive and I just need to be sure that it works. Shove it in, boot up, open HWmonitor to check temps, and that's about it. I'm absolutely aware that should I boot up Crysis or any benchmark it'd just shut down immediately.

The PSU is a Be Quiet! 400w and the 12V rails pump out 384 watts.

Almost certainly.

A bequiet 400W is actually not a bad PSU at all man - it actually pushes what it is rated for.

TDP is only 250W on a 280x it will boot and may work just fine.

EDIT: There is no real harm in trying - if the PSU can't cut it the GPU will crash, no harm done.

Nah, it's only a dual-fan model. The Vapor-X one
