The more cores active the lower the boost clock. Only a single core will boost up to 4.1GHz if the app is single threaded. I wouldn't worry about it. Intel has very high IPC to begin with, overclocking and turbo is not needed for good performance.

Max Turbo frequency applies when only a single thread is heavily utilized.
That would be the only time you see 4.1
The more the utilization across all threads, the lower the turbo.

Your CPU has a base frequency of 3.5GHz. Intel hasn't updated their website but the turbo boost will be nearly similar to the i5-6600 + 200MHz
