The more cores active the lower the boost clock. Only a single core will boost up to 4.1GHz if the app is single threaded. I wouldn't worry about it. Intel has very high IPC to begin with, overclocking and turbo is not needed for good performance.

Max Turbo frequency applies when only a single thread is heavily utilized.
