Borderlands 2 Low Gpu Usage and Low fps

I have a intel i7-6700k at 4.4 GHz and a geforce gtx 980ti. On borderlands 2 at 1440p i am getting around 30 fps in sanctuary and only using 20 - 30 percent gpu.

I have a friend with a i7 930 12GB DDR3 and 7970 on Asus x58 Rampage III Extreme and windows 7 x64 ultimate edition. He gets consistent 80-100 FPs. I do have HP ML150 G6 server ( dual 1366 Socket with 24GB DDR3 ram and X5520(only one), like i7 920 more or less) with a R9 290X and I get top fps 110-120 at FullHD and all settings maxed out except Physx, grayed out at low. I get serious drops in some arenas scenarios 15-25 fps. Tried to reinstall new fresh Windows 7 system yesterday and the max fps pulled up to 160-170 but in the arena it still drops to 15-25 fps when playing the arena.

Using MSI Afterburner, i discovered my gpu is only used at 30-35% and it is between 600-700 Mhz when max frec is 1060Mhz. I think it is a problem with certain cards. Gonna try this evening to trick the game and install my r9 290x as HD7970 to see if i get some improvement. ( I remember something similar in the past with nvidia and quadro capabilities on programs like 3d studio and similar)

For what i have seen, it is only an issue with the game, no matter what you do, driver, fresh install, or whatever, the gpu gets only at 1/3 of its usage. on unigine heaven with D3D9 the gpu goes to 99% and on GPU-Z benchmark also gets 99% GPU usage.
