Black Ops 2 stuttering (2017)

Yes, I know this game is old. But I've always enjoyed playing it and never had any performance issues until recently. It seems like since I purchased my new MSI 1070 Gaming X 8G it's developed constant stutters, especially when moving and rotating the camera. There will be times where I'm running, and find myself almost completely turned around. I've messed with all the graphics settings both in game and Nivida Control Panel. Processor is an i7 4790K with 32gb ram if that helps any. I've tried setting cpu priority to high with this game, changing afinity settings, reverted to old graphics drivers, and still the same result. I never get any fps dips according to both steam in game fps counter and msi after burner. I'm playing on an ASUS 248VQE at 144hz. This is the only game I have issues with like this. It was absolutely perfect with my 970. I'm not sure how an upgrade could cause issues like this but yeah, this is where I'm at, if ANYBODY has suggestions please feel free to comment.

The in-game one... That's odd that it won't go to 90. 60 or 120 would be the only options here, but it seems you've already tried one or both.

This does not guarantee a fix or in your case, an ideal scenario for how you want the game to display if it does. But, indicates, that further in-game settings may need adjusting, as your hardware is clearly not the issue.

This is where game patches also come into play, but as BO2 is just over four years old, it's highly improbable for one at this point.

Global Settings: Multi-Display/Mixed GPU: SINGLE Power Mgt Mode: PREFER MAX Preferred Refresh Rate: MAX

Try those settings, if not already in-place. B.O. 2, although a few years old is still fun, Campaign and MP.

EDIT: When you're in the game options menu, advanced options, what do you have the frame-rate set at? I'm not sure what the default is... Some forums used to say set to 125/130 to "cure" stuttering, but I found UNLIMITED to work best personally.

Just tried what you suggested, no luck :/ I have my frames set to unlimited. For a couple hours last night I had an old driver from back in November that worked for a while and it was pretty much perfect. Then it started right back up again. I don't get it.

Full Screen, I don't believe I've tried windowed. I'd rather not have to as a permanent solution but I'll see if there's a difference. I can only set my fps to 30, 45, 60, or 120 in game. Unless you're talking with Afterburner's stat monitor?
