Just posting this to help people who are having fan issues with this card.

If upgrading your drivers doesn't fix the issue and your fan isn't stuck I recommend checking to see where your plugs are installed in the graphics card. Mine were placed in the wrong slots and simply switching them around fixed the problem as the fan/water pump was plugged into the led slot... Be careful though when taking them out, mine were in their pretty good and hard to remove.
