Hello.
i5 4400 or something of a CPU
16GB RAM
ATI HD5550

http://www.tomshardware.co.uk/answers/id-3309763/amd-ruined.html

In short - I upgraded the drivers to 15.7.1 (newest possible, or second newest possible) and since then, my videos look like this in the screenshot

I'm not sure if this is called "vsync" or so, but how would you fix it ? reinstalling VLC and codecs, or the whole ATI drivers? 6 years old ATI drivers was absolutely OK (CD which comes with the graphic card), but since its pain in the ass to reinstall them, I had to ask first, what could be causing the problem. I also happens in WMP, not just VLC..

Most likely I will have to roll back to 2010 CD drivers, instead of 15.7.1, but if there is anotehr easiest way, I will be glad to hear it :)

Thanks a lot !

EDIT
also tested https://www.vsynctester.com/ and the results were terrible, FF and chrome. Not sure if its related issue or not.

EDIT2
In CCC, Frame rate control - wait for vertical refres, always ON (did not help)

EDIT3
The monitor is Samsung BX2450L connected with VGA, also, HDMI is used to conenct to TV and the picture is not tearing over there, at least I can not see it with my human eye.

So it has something to do with VGA conenction or refresh rate of the Samsung LCD ? It runs on 60Hz at 1920x1080

Solution
Use the drivers that came with the computer. If that worked then do it and then dont update. It seems as though the update was not needed. If the original drivers had no problems then there was no need to update
