Really bad performance from 390x after motherboard swap

I am having an issue with graphics performance and I'm not sure what it could be.

my motherboard died recently and i had to downgrade from an h97 to a b85 as that was the only thing that existed in my area with an 1150 socket. Now I can't even get 30 fps in tomb raider on ultra and am getting under 20 in gears of war 4 on the recommended settings(high/ultra) at 1080p. I have reinstalled windows as well as multiple reinstalls of the drivers for the card. I have been trying to fix this for days now and have not made any progress.

my build is

cpu: 4790k (i know, overkill but it was a gift)
mobo: asus b85m-g r2.0
gpu: msi gaming r9 390x
ram: 16 GB hyper x
SSD: intel 335 series 240GB

Any help would be appreciated.
