Could my cpu be causing my fps drops

I can run gta v at 90-100 fps but it often drops down to about 20 fps and it is a bit frustrating.
Wondering if I should upgrade my cpu or if there is another way to solve the issue.
(My temps are fine and are not the issue)

Solution
Is there a pattern to the FPS drops -- for example, does it only happen in multiplayer? Does it only happen when driving? Does it only happen in crowded areas?

Also, what resolution/quality settings are you using?

And when you say your temps are "fine", a) what exactly are the temps (both CPU & GPU), & b) how are you checking them?

As an aside, although GTA V is very CPU intensive, AMD's chips don't perform quite as badly as you think, with chips similar to yours getting about 90% of a Haswell i5/i7's performance (http://www.techspot.com/review/991-gta-5-pc-benchmarks/page6.html). So replacing your entire system probably isn't going to solve the problem.

"Still, the higher-end FX models such as the FX-8350 and FX-9590 delivered reasonable performance despite being slower than the Core i3."

"Clocked at 4.5GHz the FX series is slower than a Core i7 clocked at just 2.5GHz in GTA V which is obviously disappointing"

also that doesnt show is the fact that intel cpu's will have much better minimums along with better averages and frame times
