Unresponsive system after display power save, but recovers after 30 minutes

I'm having an issue that I wasn't able to solve in the past two years - only found a work-around - so I'm asking for the community's help.

Sometimes, when I leave my PC unattended for longer than the "Turn off display" time-out, the system is unresponsive - Num/Caps/Scroll Lock cannot be toggled, displays don't wake from sleep no matter what I do (tried power cycling the displays, pressing Ctrl+Alt+Del, etc). The system is online in TeamViewer (but cannot connect), and the HDD seems to 'purr' at it's usual rate, so doesn't seem to be completely stalled.

Previously, I simply forced restart, but a few days ago, since I wasn't in a hurry, I thought to just leave it for half an hour and see what happens, and what do you know? The displays went on, the keyboard started working, and it continued to work like nothing happened. Windows Event Log hows no errors, no unusual events, no failing drivers, nothing.

Notes:
- This issue happened on Windows 7 and now on Windows 10, so OS doesn't seem to be the issue.
- I also tried a different keyboard, suspecting the Razer Synapse software, but same issue occurs.
- Power management for HIDs is disabled ("Allow the computer to turn off this device to save power" is unchecked).
- I keep the PC on 24x7 (hosting some home automation services and BOINC). During the "unresponsive" times, the services continue working and BOINC continues to send science results.
- I have latest drivers and BIOS is updated to the latest version.

Temporary workaround:
I can disable the power setting to turn off display, but the feature is good for the life of the displays and not always I remember to turn them off manually (this also creates some issues with DisplayPort chaining - moves all windows to last online display). So far I reduced the time-out to minimize the wait to recover.

Did you check the options in the windows Power plan.
This will turn off or suspend differentt devices on your computer including usb to save energy.
I set mine to "High Performance" and set most other options to max performance.

As this issue happened also in Windows 7 (and for over 2 years), the issue in the link ("Fix: Windows 10 won’t wake up from sleep after the Anniversary Update") doesn't apply.
I looked over the proposed solutions anyway:
Solution 1 – Run Power troubleshooter --> the troubleshooter proposes applying a power plan which suspends the PC after a period of inactivity, which I don't want - this PC should be on 24x7;
Solution 2 – Verify drivers --> no driver issues found, and I'm not installing "DriverAgent", most reviews state that it's adware / malware;
Solution 3 – Turn off hibernation --> was already disabled
Solution 4 – Change what power buttons do --> I have a kid, so power buttons do nothing on short press (long press will forcefully shut-down, as default)

However, while checking Device Manager, I found a potential issue with double drivers for Razer's HIDs, and next time the system gets stuck, I want to check something.

I also use the "High Performance" profile, but indeed, "USB selective suspend setting" was set to "Enabled". I now set it to "Disabled" and see if the issue can be reproduced. Will keep you posted.
