new: hdd, memory, CMOS battery, power board, 60W power supply, no battery, no OS. Black screen, no fault leds, fan and cd start, then it stops and reboots after 7 seconds. Will not boot linux live cd. F keys do nothing, no sound. WTH?

Thx for that. Stripped it down and removed loose heatsink system. Can see a piece of blue closed cell foam over the top of the non-intel branded device [graphics processor??] should I remove the foam and use thermal paste on device? it would normally be in contact with the heatsink. can't see why foam there. looks like there's never been paste on the chip. pls advise.

does the far chip unplug, if I knew what it was I might replace it? I've tried removing the foam and using paste, but no change. Suspect chip cooked. How best to remove pls? tools etc?
