gtx 1070 i7 4790 not getting along

my system is
i7 4790 | gtx 1070 | 16gb ram | 2*ssd | 3*hdd | water cooling on cpu only | 500w antec psu | h81m-k motherboard

when my cpu load goes up my gpu throttles down even a small load which greatly affects my gpu's
performance
the temps are all under 66c on cpu and gpu
is it possible the gpu is defective or the psu is too weak? or the cpu is defective?
im not sure what to do?

Install Intel extreme tuning utility, check its not throttling.

I have seen it happen where a motherboard is throttling the CPU even though the temperature is fine.

Might be worth updating the bios to the newest also.

Odd choice of motherboard (low end) on an otherwise high end spec...

its the gpu thats throtteling not the cpu

 


My first thought was the PSU. Are you 100%(that say 100 and not 99 señor) sure that the PCIe supplementary power cables are fully seated(aka plugged in correctly).

Are you 100% sure that your GPU's performance setting prefers maximum performance? Control panel/ Nvidia Control Panel/ 3D settings/ Power Management/ Prefer Maximum Performance.

Which 1070 do you have? You offered a generic name. They are sold by Nvidia but I strongly suspect a 3rd party supplier such as EVGA, Gigabyte, Asus, MSI etc..

How do you know the temperature? MSI Afterburner?

Right click Start(Win 10 icon?) in your taskbar(far left*not talking about politics*) and click on Power Options. Is that set to High Performance?

yes all is connected and settings in nvidia control panel
Its a gygabyte

Using prime95 and valley
Also using future mark
Also with the gygabyte oc app

I just dont get it
 


How did you determine your GPU is throttling? There is one obvious answer but many others as well.

The relationship between the user and manufacturer doesn't end when the purchase does. WEll, it shouldn't. If I have a GFX issue(which has happened) I call EVGA. They walk me through troubleshooting steps. im seing fps drop down significantly and power usage going down significantly

 


How about you answer my post so I can finish entering all the criteria needed, into a power supply wattage calculator.

I checked wattage for system max with valley at ultra and prome95 fft on 8 cores i got
1.62 amps * 230v ... So it doesnt even go over 300w
Although after 5 min with prime95 i do get thermal throttoling with watet cooler at 70c why is that?
