Help - Low FPS Fixed only after (sometimes multiple) reboot

Hi I've been having this issue for a long time and I've finally decided to do something about it before giving in and buying a new GPU.
My specs are:

GTX 770 2gb
i7 - 4770k 3.50 GHz
16gb DDR3 Ram
Win 10 Pro on 64 bit

So, whenever I start up my pc, I know I'll have low fps in games, between 19-25 fps, and on a good day (we're talking just playing wow) it'll be 40-55 on first startup, no matter the game, so I'll have to keep rebooting till I get a lucky roll and my fps will fluctuate between 60-100. Just for clarification, there are no inbetween, so if my boot has settled on 19-25 fps, it'll stay there until next reboot.

I have some logs from GPU-z (from 19-25fps, 40-55fps and 60-100fps) but as i pasted them to pastebin they looked horrendous so I'm not quite sure where to post those so they're readable.
The real change in them suggests that my GPU Temp wont rise above 67 degrees at 19-25 fps, with low Memory controller load (16%) and low Power Consumption (48%) with VDDC Current and VDDC Power at about 48-58.
While at 60-100 fps the max temp is 79 degrees, memory control load is around 45-50% with power consumption at 73% and VDDC Current at about 96-99 and VDDC Power at 106-113

Please let me know of any information you need to help me through this.

PS. Going in to alter the BIOS at all and changing just about anything, has left me with a computer that mostly will not boot up at all, and crashes as soon as it tries to boot up windows.
