I've been browsing the Internet for days especially here to fix this. Basically I got a PC from someone who had tested it a week before and it worked.

So all the fans start, and when I say they do, all of em work like a charm. There are lights where there should be on the pc, it powers on and off, a red light signifying psu is in the wall, etc.

I tried plugging in the display from the gpu to the mobo, taking out that mobo battery for a bit, etc.

It has a dell optiplex mobo and it is one.

One thing to mention is that the hard drive has no os, but bios should still be there or no? As of now the monitor that I know works says no connection...

Solution
Sounds like the system is not POSTing (Power On Self Test). We will need your systems specs with make and model#'s of the various parts to help much beyond having you check that the motherbd has bot the 24pin and 8 pin power connectors plugged in. Be sure to check the PSU end also if its a modular unit.
