New Gaming PC $1500 USD budget

Hey, I'm building a PC for a friend. Basically, he wants to spend about $500 every two weeks on parts and buy them all over a 6 week period. I told him it's not the smartest way to do it because of sales, but he doesn't care. It's how he wants to budget.

Approximate Purchase Date: e.g.:

- Starting in a week, ending 7 weeks from now (see above)

Are you buying a monitor:
Yes, x34 Predator. This is not included in the budget. I want to run it at 95hz in 1440p

Parts to Upgrade:

Everything except mouse, keyboard, and monitor

Do you need to buy OS: Yes, Windows 10

Preferred websites:

My friend lives in Utah. Any site will do as long as it's convenient and safe.

Parts Preferences:

Doesn't matter.

Overclocking: Probably just the x34 Predator.

SLI or Crossfire: No

Your Monitor Resolution: 3440x1400. My friend will also get another 1440p monitor in the future, there will be light multitasking

Additional Comments: My friend Is definitely into aesthetics. Performance / price is the most important..but if a case is a few bucks more and looks better (I know it's subjective, I trust your opinion) then I'd prefer the better looking one.

A range of games will be played. Anything from new AAA games to 10 year old games.

This PC will definitely play everything 1440p.
I've gone with a black/white theme, if he cares for looks.

Solution
The ultra-wide X34 would be fine on the GTX 1070, but if you add a second monitor you will be wanting the power of the GTX 1080. Also, since you don't plan to overclock, look toward a non-K series CPU paired with a motherboard having four memory slots. Those would be with the B250 and H270 chipsets...
