My PC is pretty loud and I want to fix it

I have a i5 6400 at 2.7Ghz and a msi gtx 960 4gb with a msi gaming krait 3x motherboard and a cooler master hyper tx3 evo cpu cooler with a NZXT s340 case. The case comes with a few fans but I added 2 cooler master fans. My pc is loud when I boot it up and and sometimes when I'm just browsing online and playing games I want to know why it's so loud and if I can turn it down. I also have a EVGA 650 PSU

You should enter BIOS and set your Fans speed profile to Silent. Your CPU is not a hot one and you have aftermarket cooler for it so it should be any problems with cooling it on low rpm.Do the same for case fans if you can.

which exact fans should I set to silent? The cpu cooler or the case ones? I didn't build my pc, it got built for me

Start setting one by one so you will know which one makes noise.

If I put them on silent mode won't that reduce performance which could lead to over heating the processor? Or any other components

I shouldn't, since all of your components are low on power consumption so they don't generate to much heat. Temps will probably jump by max 5°C what is not much. i5 6400 stays at around 60°C with crap stock cooler and you have aftermarket one which probably dont let him pass 50°C mark what is well belowe max temp of 95°C

When you get into BIOS press F7 to go to Advanced mode, after that go to the right side into Hardware Monitor and there you can set up the fans.

There's no option for 'silent mode' but there is all default, all full speed and all cancel. Which one is it?

If there is no silent mode then set them manually.

With mouse, just pull on the diagram how much RPM you want for specific temperature.
