My PC is pretty loud and I want to fix it

I have a i5 6400 at 2.7Ghz and a msi gtx 960 4gb with a msi gaming krait 3x motherboard and a cooler master hyper tx3 evo cpu cooler with a NZXT s340 case. The case comes with a few fans but I added 2 cooler master fans. My pc is loud when I boot it up and and sometimes when I'm just browsing online and playing games I want to know why it's so loud and if I can turn it down. I also have a EVGA 650 PSU

You should enter BIOS and set your Fans speed profile to Silent. Your CPU is not a hot one and you have aftermarket cooler for it so it should be any problems with cooling it on low rpm.Do the same for case fans if you can.

I shouldn't, since all of your components are low on power consumption so they don't generate to much heat. Temps will probably jump by max 5°C what is not much. i5 6400 stays at around 60°C with crap stock cooler and you have aftermarket one which probably dont let him pass 50°C mark what is well belowe max temp of 95°C
