I currently have an RX 470 paired with a AMD FX 4350. You can imagine the bottleneck. At the time I didn't even know about bottlenecks. This was my first PC build and I didn't do enough research before buying my parts. My current setup can't even pull a solid 30 FPS on GTA 5 at medium settings. I don't have a lot of money to spare. I just want to know if the performance difference between the two CPUs would be worth the extra cash for a 6500. How much of a significant improvement will it be than just getting a 6100?

I think the g4560 replaces I3 7100 especially for budget gaming, 2 core 4 threads, loses 400 MHz and AVX enhancements though costs almost half the price MSRP $64 vs $120 Though the 4560 is found for $75 right now. Hope the inflation is just temporary. Compares to a i3 6100 (3.7GHz) and i5 2500k (3.3 to 3.7GHz before overclock) http://www.tweaktown.com/news/55917/pentium-g4560-costs-64-fights-core-i5-2500k-270/index.html

The I3 7100 $120 and 1060 3GB $199 would beat the I5 7500 $205 and 1050 TI $140, I think the G4560 $75 would get you into the 1060 6GB $246 for roughly the same price and beat both I3 and I5. All combos could use the same motherboard and ram as below. USB-C, m.2, and 4 ram slots, not a stripped board.

Turn down distance scaling to empty bar in GTA V. Then lower settings to Normal. You should be getting 50+ FPS (I get 65-75 on my FX 4350 + RX 480)

Also check CoreTemp, dont let temps go above 71.1°C. Disable C1E, APM, Turbo, and enable HPC.

An i3 6100 will be a sidegrade to your current set-up for GTA V given that GTA V uses up to 8 cores.
