I have a i5 6600k. My motherboard is a Gigabyte Z170X- Gaming 3 with 8GB of DDR3 ram (I think) I have a 1TB Toshiba Hard Drive and a 850w EVGA SuperNOVA P2.

Whenever I play games, I want to know what the ideal degrees is for what my graphics card. I don't play massive games like Witch 3. I play games like CSGO and H1Z1.

When I play games like CSGO, My fan speed is on 40% and my GPU core is at 46 degrees Celsius. It always stays around there and never gets above 50% or 60 degrees Celsius. Is those good numbers?

Yeah that is about expected.
Those games don't really put a whole lot of load on your GPU, so you end up not needing full fan speed to keep it cool.

Under full load i would expect it to get as high as 80C, at which point your fans would be at 100%.
