Low budget pc build

My brother wants me to build a computer for him. He doesn't mind it being super great as long as it can handle light gaming, say war thunder at 45 fps on median settings at 1490 by 900. He also wants it to be upgradable in the future. However, he's only got about 250 dollars to play with.

I do not need a case because I've got an older case from like 2003 that I plan to use. I already have a pci wifi card, a 4gb stick of ddr3, and a copy of Windows 7.

Upgrade RAM by adding second 4GB stick in near future.

Sell that DDR3 RAM.

This is far better than that AMD FX 6300 build
 
for 250$ that's is a pretty god setup for an AMD, with little updating left on it (FX 8350) later I guess. I would find funds to boost that 4gb to 8gb. There is also no mention of a hard drive. I will assume you have one. Another thing to have for an SSD drive 120G for O/s runs about 45$ something to think about later but worth mentioning. The R2 470 is a decent video card, don't expect to run battlefield 1 on it and you will be fine.
my only problem with your system, is that constricted by budget you have to fall on older components that truly said are dead-end hardware with no real upgrade path in the future aside a better cpu. I am suggesting injecting another 30$ in your setup to truly modernize the system with tons of abilities to upgrade later below... if only food for though, but if I was in that budget of yours I would look more closely at the performance offered by the setup and ability to grow forward on it.

Yeah I forgot to say I already also have a hard drive and a DVD drive. The only thing is I need the motherboard to have at least one older style pci slot on it. Also, so your saying an AMD build wouldn't be as good as a newer skylake build?

How much better is that build you posted than the one I came up with? I'm just asking because I need at least one conventional pci slot and one of those tiny pci slots also. Sorry for all the questions but I'm pretty new to building computers. So with the AMD build I would just not be able to upgrade the cpu much in the future?
 
the thing is there is nothing wrong with the AMD setup you chose per say, but if you or your brother wants to upgrade later on he will be looking at a cpu/mobo and ram upgrade, the choice I offered, permits you to upgrade the bough hardware in smaller increments. and keep it current.

as for the short PCi slot you need this mother board has this as you can see in this picture

There is no further upgrade path with that AMD setup.

With Intel(Skylake) setup you can upgrade to some extent down the road.

In this case Intel is better path to take.

The GT 740 Superclocked can pull its own weight from the videos I've seen. Good for light to medium gaming.

Went for a Intel i3 instead of a Intel Pentium.

I'm just buying everything on amazon because that's all my parents want to use and I'm too young to have my own money accounts or anything like that

So that's 192 dollars, would the intergrated graphics be better or would a graphics card I could get for under 50 dollars be better?
